If you have a yellow book or rental agreement document or even better a pink Thai ID card there's no reason to have a proof of address/residency letter. This is fact at Nong Han office.
Yes, maybe I am getting absent-minded. I had to renew my license at Phen a while back. I do have a yellow book and pink ID and guess I must have shown one or both of these. I certainly didn't get a proof of residence from Immigration. Just to say, if vehicle offices are anything like Immigration, then the policy may vary from office to office and crazily, one officer to another in a single office.

If you didn't get a receipt, you got stuffed. If not listed as an official fee, it's a free service, albeit with a scowl!
One could also say why do we need two medical certificates and two proofs of residency when the two driving licences are issued at the same time, I'm happy to play the game, jump the queue, and get a smile.

I dont have any of the above.

Other than their own adverts all I’ve ever seen is gullible farangs complaining they’ve been ripped off.
My mate used Smart Drive out on the Ban Nong Sai road. He had a current UK license, no IDP & on a visa exempt entry. He was picked up at the hotel, driven to Non Sung getting a medical certificate on the way. He then had to do the same as us mere mortals in the DLT. Finally driven back to his hotel. I forget how much, maybe ฿6000 to ฿7000. Seemed a lot to me for a glorified taxi service.
