So, we're talking about the late-70's and thru the 80's Hong Kong.

Point taken, seems simple enough......return them to where they came from.

Seems Thatcher was overruled and the HK govt struggled thru 25 years of this problem, under both UK and China control.

Not going to waste my time researching if Thatcher's plan included screening of immigrants for asylum seekers or if it was just a blanket "return to sender" policy.

As for the USA.
Individuals arriving without authorization are subject to arrest and processing by US authorities, which includes screening and vetting. They may be detained or, after passing a screening, temporarily released with conditions like check-ins with US Immigration and Customs Enforcement (ICE) . The individual may then be subject to expedited removal or be required to attend immigration court proceedings to determine if they qualify for a form of relief, such as asylum.
**Not that rules and laws are currently followed by the US Govt.
