I'm still confused about who may have been going to produce (plan) the schedule, including the timing.

Was it really Putin, and if so, why not 2023 or 2024?

JC Penney has been in trouble for years, so dought the recent announced closings can be based on the possible upcoming recession caused by Trumps tariffs.
