Best restaurant for blue/rare steaks?

Obviously as a fresh as a daisy, but as tender & tasty as what TJ's and (the pre-vegan) Good Everything used to be. :D

Blue steaks, probably Pappa's Steakhouse on Westheimer, Monday nights, girls/dates not allowed unless you wanted to pick up the whole tab.

Ask for their "steak Fred" if it's not blue enough.

In Udon? Not sure.

There used to be a place between UT and NK. On the left.

I'm sure the resort is still there, but I'd love to know if the chef is.
