The Premier League are facing dissent from several clubs over a number of proposed rule changes for the resumption of the season.
Sportsmail has learned that plans to increase the number of substitutes from three to five, to allow clubs to re-register players not named in their 25-man squads in January and to introduce a multi-ball system all have detractors.
There is also unhappiness at some clubs about the Premier League's unwillingness to reconsider the use of VAR, which FIFA ruled last month could be abandoned for the rest of the campaign.
These issues are likely to lead to a fierce debate at Thursday's meeting of club executives, ahead of a formal vote on any rule changes next week. Each change would need 14 of the 20 clubs in favour to pass.

Former Newcastle, Arsenal and England defender Kenny Sansom remains ill in hospital.
A message on the 61-year-old’s Twitter account confirmed that Sansom is continuing to receive treatment.
The message read: “Kenny remains ill in hospital and is receiving 24-hour care.
“He’s stable and does not have COVID-19. Kenny’s family and close friends still kindly ask the media to respect Kenny’s privacy and theirs, plus that of the healthcare workers treating Kenny.”
Sansom earned 86 caps for England – playing at the 1982 and 1986 World Cups – and won the League Cup with Arsenal in 1987.
He started his career with Crystal Palace, helping them win the Second Division in 1979, before joining the Gunners in 1980.
He also played for QPR, Coventry, Everton, Brentford and Watford before retiring in 1994.

The Premier League has given it’s clubs approval to stage friendlies ahead of the planned June 20 restart but a number of strict guidelines remain in place.
Clubs in the top-flight have requested permission to face other teams in preparation for the resumption of the 2019/20 season, which has now been accepted - although strict guidelines have been issued.
No team can travel more than 90 minutes for a match and players must travel in their own cars, while members of coaching staff will officiate the matches as referees will not be allowed.
Matches can either be played inside stadiums or at training grounds, which would be risk assessed before matches, and those involved would have had to have a negative result from coronavirus testing.
Teams are now expected to organise friendlies for the forthcoming weekend and we understand that Leicester City will host Aston Villa at an individual Power Stadium as one of those matches.

Spurs receive bank loan...
Tottenham have received a £175million loan from the Bank of England to help them through the coronavirus crisis.
The Premier League club are set to lose out on £200m of revenue up to June 2021 because of the pandemic, with no matches at their new stadium and a host of other events lined up for this year cancelled.
They are eligible for a Covid Corporate Financing Facility (CCFF), repayable with a 0.5 per cent interest rate. Chairman Daniel Levy said: “We have always run this club on a self-sustaining commercial basis.
“I said as early as March 18 that, in all my 20 years at the club, there have been many hurdles along the way but none of this magnitude – the Covid-19 pandemic has shown itself to be the most serious of them all.
“It is imperative that we now all work together – scientists, technologists, the Government and the live events sector – to find a safe way to bring spectators back to sport and entertainment venues.
“Collectively we have the ability to support the development of new technologies to make this possible and to once again experience the passion of fans at live events.”

Raheem Sterling demands English football gives black managers a chance
"Reflecting on his own sport, Sterling pointed a finger at the long-running disparity between the number of high-profile BAME players and the dearth of those who go on to win significant managerial, coaching or administrative jobs. Sterling cited the respective fortunes of Steven Gerrard and Frank Lampard, who have landed top roles at Rangers and Chelsea in the early stages of their management careers, as compared to equally experienced black players who have been compelled to start much lower down the ladder.
“This is a time to speak on these subjects, speak on injustice, especially in my field,” said Sterling. “There’s something like 500 players in the Premier League and a third of them are black and we have no representation of us in the hierarchy, no representation of us in the coaching staffs. There’s not a lot of faces that we can relate to and have conversations with."
Or maybe they can hire less black players?
And what does he mean, "There’s not a lot of faces that we can relate to and have conversations with."? You're a professional football player that happens to be black. That's your job; your profession. What do you need in the way of "faces" and "conversations" that a white professional football player or manager can't give you to maintain your profession?

Might just be that the athleticism shown by black players that gets them positions on the teams ahead of less athletic white players doesn't help them so much in the more brains over brawn field of football management
Couldnt fault any of the following for football ability but all failed miserably at management despite being given "plum jobs"

Goodison WILL host the Merseyside derby later this month.
Everton have this morning been given the green light to stage the 236th meeting with Liverpool on June 21 at 7pm.
