Is it a legal requirement ? i thought there was still some debate .

No it is not required now. It may never be required.

I am with Allianz Ayudhya and I pay 3500 Baht a month or 45,000 Baht a year. for coverage similar to the OP.

I am 58 so the price is similar across the companies for top cover. I am covered for operations/emergencies up till 4 million baht.
