The "regular" paypal.com gives me no option of changing phone number from a +1.

You will need to open a new account with a different email address.
AFAIK once setup you can't change countries.

AFIK that is the only way to have a different contry phone number which you clearly want as you don't want a +1 prefix
And as I said I have 2 full accounts one phone number has a +81 prefix the other phone number a +66
