Quad with regestered plate?

I've seen a yellow one running around the east side of Udon in the Mac D area with a tuk tuk type roof and a number plate on the back.

Does anyone know who owns this or if it's really legal?

You don't need to quote me the legal song and dance info. as I know they're NOT supposed to be legal, but seems this one is.
