Possibility of ATM shortages

Please note that when a holiday occurs on a Monday or Friday (as many do) there is an increased possibility of ATM machines running dry due to it being (as a minimum) a three day weekend.

The possibility of shortages is greatest during Songkran when, including the weekend, banks will be closed for five days (banks close on Friday 10th April and re-open on Thursday 16th April).

The start of May could well be problematical with the National Labour Day (Friday 1st May) and Coronation Day (Monday 4th May) bookending the weekend (banks close on Thursday 30th April and re-open on Tuesday 5th May...... only then to be closed again the very next day for Wisakha Bucha Day (Wednesday 6th May).

Travel impact

For those planning travel on or around the above Bank Holiday dates (especially Songkran) it is advisable to book flights and rooms well in advance to ensure that they are available and (hopefully) at a reasonable price.

Monday 27th July 2020 announced as a "substitute holiday for Songkran festival".

From BOT Press Release No. 38/2020
On 30th June 2020, the Cabinet has announced that 27th July 2020 is a substitute holiday for Songkran festival.

The Bank of Thailand (BOT) has considered and deemed appropriate to declare that 27th July 2020 is a substitute holiday for financial institutions and specialised financial institutions.
Revised list of remaining Financial Institutions’ Holidays in Thailand for 2020 is as follows:
  • 11. Monday 6th July - Substitution for Asarnha Bucha Day (Sun 5th July)
    12. Monday 27th July - Substitution for Songkran Festival (added)
    13. Tuesday 28th July - H.M.K. – Royal Birthday
    14. Wednesday 12th August - H.M.Q. Royal Birthday / Mother’s Day
    15. Tuesday 13th October - H.M.K. Memorial Day
    16. Friday 23rd October - Chulalongkorn Day
    17. Monday 7th December - Substitution for Royal Birthday / National Day / Father’s Day (Sat 5th December)
    18. Thursday 10th December - Constitution Day
    19. Thursday 31st December - New Year’s Eve

    BoT link: https://www.bot.or.th/English/Financial ... /2020.aspx

Notes:

• As this Songkran substitution day turns the period from 25th July to 28th July into a four day weekend there is an increased possibility of ATM machines running dry.

• As this Songkran substitution day is only for one day it is within the realms of possibility that two additional days may still be announced for 2020!

For many years I have been aware of a grey area that exists regarding the perception of what are “public holidays” and what are “Bank Holidays”.

This has lead to confusion from time to time about what is or what is not open (and this is not helped by the lack of precision in English language media reporting).

To put it simply: While all Bank Holidays are public holidays, not all public holidays are Bank Holidays.

My understanding is that while the Cabinet declares public holidays, they only become Bank Holidays should the Bank of Thailand deem them appropriate; if deemed so the BoT issues a press release to that effect.

My understanding, which may be incorrect, comes from years of monitoring BoT press releases for new economic data, policies and information on Thailand (IMHO the BoT is the least politically influenced source of economic information in Thailand).

With regard to the 7th July 2020 I have not seen any press releases or any other indication from the Bank of Thailand that it has been deemed appropriate to be included as an additional Bank Holiday (that appears to be confirmed by the absence of the 7th July 2020 from the list of Bank Holidays by the likes of Bangkok Bank and Kasikorn Bank).

https://www.bot.or.th/English/Financial ... /2020.aspx
https://www.bangkokbank.com/en/About-Us/Bank-Holidays
https://kasikornbank.com/en/Holidays

It would be useful if anyone notices any of the major commercial banks being closed on the 7th July to make a note of it here so that I can modify “my understanding” accordingly!

I believe Monday is the official start of Buddhist Lent.
Because the other Buddha day fell on a Sunday it was moved to Monday which was the start of Lent.
Therefore the start of Buddhist lent was declared a holiday and moved to Tuesday.
If you look on a Thai Calendar you will see Sunday and Monday are official Buddha days.
That is why no Alcohol sales Sunday and Monday.
Normally alcohols sales are allowed on the substitute day.

The two public holidays that were recently announced by the Thai Cabinet have now been deemed by the Bank of Thailand to be appropriate to be included as additional Bank Holidays.

Accordingly the BoT issued a press release today (in Thai) turning the “public holidays” into “bank holidays”; its translation (courtesy of Google) is as follows:
BOT News No. 50/2020

Subject: Holiday compensation for Songkran Day of financial institutions and specialized financial institutions

According to the Cabinet's resolution on Thursday August 13, 2020 that Friday, September 4, 2020 and Monday, September 7, 2020 are public holidays for Songkran Festival.

The Bank of Thailand considers it appropriate to prescribe that Friday, September 4, 2020 and Monday September 7, 2020 is a holiday for financial institutions and specialized financial institutions.

Revised list of remaining Financial Institutions’ Holidays in Thailand for 2020 (B.E. 2563) from the Bank of Thailand is as follows:

2020 Bank Holidays:
  • 15. Friday 4th September - Substitution for Songkran Festival (added)
    16. Monday 7th September - Substitution for Songkran Festival (added)

    17. Tuesday 13th October - H.M.K. Bhumibol AdulyadejThe Great Memorial Day
    18. Friday 23rd October - Chulalongkorn Day

    19. Monday 7th December - Substitution for Royal Birthday / National Day / Father’s Day (Sat 5th December)
    20. Thursday 10th December - Constitution Day
    21. Thursday 31st December - New Year’s Eve

    BoT link: https://www.bot.or.th/English/Financial ... /2020.aspx

Possibility of ATM shortages

As these Songkran substitution days now turns the period from 4th September to 7th September into a four day weekend there is an increased possibility of ATM machines running dry.

^ But nobody's got any money to pull from the hole-in-the-wall so I reckon there's absolutely no chance of coming across empty machines.

I suppose it would be far too sensible to deem either Wed 9th Dec or Fri 11th Dec as the "Substitute Royal Birthday" to avoid Mon off Tue Wed work Thu off Fri work ](*,)

I think you're, as you enjoy doing, under-estimating the Thai government KP. They have managed the health side of Covid 19 very well and that takes considerable sophistication. Sure, there's the big question of where to from here for them (and other countries).

Khun Paul is correct as to the logic we think.

The other posters obviously have no knowledge as to how Thai holidays for workers (not Govt Workers or Banks etc.) are selected.

When i first started working in Thailand a lot of years ago I worked for an American Company who were well established in Thailand.

We employed more than 1,000 Thai workers on 1 site alone.
I questioned a couple of holidays especially the one near Songkhran about working it and giving a day in Lieu.

I was informed by our Management that there were at the time 21 Public Holidays (God knows how many there are now)
.
We had to pick 13 days for the workers out of 21 available which was all the workers were entitled to
.
We were told that certain public holidays could not be changed unless a special license was applied for.

These holidays included the Royal birthday (5th Dec) and included a Buddha day very near Songkrhan among others.

Who is this "we" you talk about?

If you mean "farangs", I would suggest you are way off beam.

As an Australian who has lived and visited overseas for the past 20 years, it has become obvious to me that there is no common (or correct) logic between farangs of different nationalities and cultures.

So in my view, to suggest that because various Thais don't share the same logic as me/you/poms/yanks/scandos/Indians/Russians/etc etc is as wrong-thinking as KP.

I may very well be underestimating the Government in relation to the Virus, but if you took the time to think, lack of extensive testing, to ascertain the REAL situation has never happened, so unless you are ill, no-one seeks medical attention and therefore tested to find out what is wrong .

Going back to the OP , Bank Holidays or Public Holidays are always a mystery here, when teaching, going to school some months was often open for a few days, shut for one or two and then open and shut twice in one week. Working out when the Banks are shut is an exercise I do each and every year to ascertain when automated pension payments come in or not as the case maybe .

Often the Public Holidays can be moved if they wished to move them , Buddha Days and Days relating to the Monarchy are never moved, but it often bemuses me that moving a Public Holiday could achieve common-sense, relating to work and schooling to avoid the open and closed scenario which for employers and schools is so detrimental. But as I said Logic is not employed by those Government Agencies that could if they so wished make life easier .

Telling the truth is often hard , as many see only what they want and to insult others is always an easy option rather than employ brain-power to look at the situation intelligently

KP
I know I am off topic (bank Holidays) but you said "but if you took the time to think, lack of extensive testing" As compared to the surrounding countries Thailand is the best , numbers per million population, for testing so I dont understand . once again your point of "Lack of extensive testing"
Someone has to be number #1 in the battle against Covid and fortunately it appears to be Thailand and for some reason SOME individuals dont want to believe it (and that is up to them as there is always naysayers in the crowd)

Now back to Bank Holidays
