Let's assume this study is 100% correct, it certainly wasn't available when Trump made his decision to stop Chinese travelers, to me your assertions about Trump just show what I've said all along, some people won't accept he's done anything to help people in America since becoming President
with regards to the study, Hindsight is a wonderful thing, to use one of the Trump knocks, "why were they so slow to get this out there"

Maybe Trump singled out the Chinese because he was aware of the CIA report on the Virus in late November .
Maybe that said report does exist and was true .

Law and ethics are two entirely different things.

Trump cynically sets up companies at arms length to his personal finances. If things go well, he profits, if things go badly, he burns the company leaving creditors unpaid, these are quite often small businesses. So many thousands of businesses never get paid. All very legal in the USA, it would likely not be legal in Australia as Phoenix legislation has shut down this type of structures for serial offenders.

As a result many building companies will no longer deal with Trump, so he has changed tactics. He licenses his 'Trump' name to third parties, but has no financial interest in developments that may use the Trump name.

However, it is not ethical by any standards. People might call it smart, others would call it cynical.
