A slightly mangled translation but looks like they're trying to define what needs to be declared and what doesn't. I think Customs authorities in most countries have a stated value or quantity of anything that broadly identifies whether something is for personal use or resale. Thailand setting the bar at (approximately) US$650 bucks looks about right.

It also suggests that the Customs must provide the passenger a receipt either for any import duties paid as well as for any goods seized. They do that in other countries as well.

It also points towards the appeal process and also the procedure for reporting corruption which would cover unwarranted goods seizure, not getting a receipt and the passenger possibly being solicited for a bribe?
