I timed the boot speed for the the machines. The Dell boots in 15 seconds. The HP boots in 23 seconds. The all in one HP takes 45 seconds. That was after I used HP support to determined why it is so slow. HP says it has no problems.

Boot speed can also vary on what and how many programs are configured to start on boot. It's an inaccurate, standalone tool for comparing a machine's speed with another.

I also have an extra condo an a cheap HP laptop that was 'glitchy' and ten years old. I simply needed it to get on the net and do basic stuff whilst staying at said condo. I deleted Win10 and installed latest Linux Mint that self updates and boots in the same speed as my top of line laptop with latest Windows on back at at the house. Changing the HDD to SDD in old laptop made a difference also.
