It's called lao-tho and a home-made distillation using lao khao but amber colored but more sweet and possibly a bit sour.
Mrs tam says that once you get half-way down, you can top it up with beer and get a 'second wind' out of it. Keep topping it up with beer until it begins to just taste like the beer. Sounds like a Scotsman invented it, no?
She also says it will blow your socks off (she has very small socks).

It is rice wine of a sort.
You break the top open and remove it.
You need a straw to suck it out of the bottom of the Jar
There is not much liquid in it but what is in it is quite strong.
A lot of people pour Sprite into it and leave a few hours for the sprite to soak through the rice.
As Tamada said you can top it up with beer.
A lot are home made but you can buy it at The OTop shop in Nong Khai Indochina market
