That is my understanding as well (a debate for another thread), but in this case I'm thinking they are referring to ALL non Thais.

uncles n brothers , close family friends doing the school run , kid sitting and bath time goes on all the time in households across the nation and is rarely detected n spoken of ... goes unpunished as as its simply doesnt happen.. parents especially in rural areas turning a blind eye in exchange for cash.. sad but true.
