Not that I am aware of.

Every time family members have gone to get a new passport, or renew a current one, it has been in the government office district on Athipbodi Rd specifically in the City Hall.

Where it shows "Start Up Udon Thani" in the middle of this map:

Just to say that I don't know the present situation, but a while back, it was only open three days a week - M,W,F.

Definitely open today, Wednesday
A4 paper sign stuck on the door saying 10:00 to 18:00 but nothing about specific days that I could see.

Only one person being served & one person sat in the waiting area at about 1pm when I walked past

Went to renew my daughter's passport today. It took 15 minutes. New passport will be in the mail after 5 working days.

I don't know for sure, but I would guess you can get a new (first) passport there. Thai birth certificate, house book, ID card and parents if a minor.
My daughter got her 5 year passport at Central on December 30. At that time 5 years was all that was available.

My wife went Thursday, 11:10. Third floor. No wait. Filled out a short form, them height, photo, eye scan, fingerprint scan, double check/triple check address with ID card etc. I watched as it was all going on.....the smart ID gets the process going with basic info.....then digital photo, fingerprint scans, and iris scans. 40 Baht for EMS, and the passport was delivered to the jungle today (Sunday) at 9:45AM.
So, just for reference to those worried about the price of their beer........when we were marooned in the US and sending info to the Thai Embassy DC for permission to return to Thailand.......an envelope send overnight USPS cost $26 and you had to include a return envelope inside with an additional $26 postage affixed.

It appears that the days of entrenched government employees......of whom we had to deal with for our first years here.......Thai ID, driver's license, vehicle registration, passport, house paper etc.......oh, immigration!.......those days are behind us. For me, it's another nice thing about living in a developing country......seeing the improvements in life almost day by day.

Just did it, so easy! My wife renewed 10Y, kids 5Y. We didnt need or pay for express service. New passports arrived at our house 48 hours later.

As I mentioned in a different thread, we hired Fon at NECC to help out with some name formalities that should have been solved decades ago. The problem was complicated by the fact that my wife was born in Nonghan, married in NKP, lives in Udon......spellings in Thai/US passport not exactly the same. It was never a problem before.....but we decided to correct the situation before it became a problem (likely at an airport!). Fon helped us solve that problem.
My wife went to the passport office on Tuesday......got in line at 10:30, walked out the door at 11:40. Passport arrived in the mail today, Thursday at 10:00 (40 Baht mail fee).
Sometmes things happen even faster in a developing country than they do in developed countries.
Passport office in Central only open Tue/Thur, 10-4.

The missus recently got a new 10 year Thai passport. Applied on a Thursday and it was delivered to the house on Saturday. Couldn't ask for better service.
