I would tend to give the stuff a wide berth.

The wife made another attempt and called them, but the man told her to file a complaint with the local amphur. We did so within the hour. When we returned, the man was there wanting to talk about it. He was definitely annoyed. He told us (wife translating) that everything is harmful including the sun as well as whatever is sprayed on the rice to make it grow better, etc. He said we are a family (in a neighborly way?) and have to talk together! He said we are making a problem for him. He doesn't want money to move it away. I said that I wouldn't be a good father to 2 small children if I didn't speak up about this. He plans to dump some more and eventually cover it with dirt. I requested that he at least dump further from the property line and he agreed. Nothing more can be done. It's Thailand.

I would be asking him for the waste gypsum boards, good for the soil. If he buries everything else, no real harm.
