An area where rainfall could remain significantly below average during the summer includes the central part of the Philippines to Vietnam, Cambodia, Laos, Thailand and southeastern Myanmar.
Much of this area has been experiencing its worst drought in decades. The drought has taken its toll on the water supply, agriculture and economies in the region.
Especially hard hit has been the center of rice production in Asia: the Mekong River Delta."

Where? In Phen for the last two days. The farmers will be happy. Finds the weaknesses in our roof. There's so much plastic sheeting in the attic (under the drips to run the water out to the lower roof tiles) it looks like sliders in a water park. Last night, power remained on, but reduced, which meant water pumps didn't function for one thing. Fortunately, back to normal before bed time.

Well an upsate , the earth around my garden now is wet to damp down 3 inches , so the underlying ground water has been increased . the temperature this morning was cool with a hint of breeze allowing the dampness to be dried out. meaning a much better day, cooler with some sun.
At least now with gentle rain over the last two to three days is allowing it to soak into the ground rather than flood, which will also allow more rain to fall not flooding but rehydrating the ground.
The wet season has finally arrived better late than never I say.

gentle? East side near the horse racing course at 1430 yesterday saw a gully-wumper deluge.. It must have rained at least 75mm in 30 minutes.. It was raining so hard that my quite deep gutters completely filled up and gushed over the sides. I'I'd say with what we've had in the last two weeks our ponds are up about 60cm (2 feet).. Now this morning was gentle...

They have been letting a lot more water out then the previous 2 years
Not had to pump water for the ricefields
Had only one real rainfall for the last 2 weeks of 14mm last Saturday
